Procurement Category Manager

This position is responsible for leading and managing strategic sourcing, contracting, and supplier management activities related to business critical initiatives, targeting the best value for Beacon Health Options.  These cross divisional initiatives may include procurement of specialized health insurance products, clinical services, Business Process Outsourcing (BPO), and other indirect categories.  This position is also responsible for making recommendations to the Procurement management team to enhance business processes both within the Procurement department and in support of internal business customers

Responsibilities:

  • Maintain high levels of effective communication and professionalism with co-workers, management, suppliers, and customers, etc.
  • Act as the primary point of contact for all procurement related activities for assigned business units.
  • Evaluate industry/market trends, develop risk assessments, identify business best practices, and draw conclusions to present appropriate recommendations to management.
  • Be a central point of expertise and knowledge for procurement related activities
  • Independently lead and own the RFx process, including development of sourcing and negotiation strategies through contracting and vendor management.
  • Develop TCO models and decipher complex pricing to deliver comprehensive financial analyses
  • Safeguard all contracts as part of the contract administration function. Independently lead and accurately complete various contract agreements.
  • Independently negotiate and draft contracts based on business requirements while incorporating legal templates, applicable mandatory contract terms and regulatory language
  • Maintain regular contact with assigned suppliers and resolve ongoing issues as needed
  • Share accountability for business results by identifying and implementing strategies and solutions that improve business performance.
  • Lead cross functional sourcing teams / Interact cross-functionally with all other departments and serve as an effective and value-added service for the entire organization
  • Lead and identify  continuous improvement/cost reductions on a regular and proactive basis (i.e. supplier rationalization, demand management, and other proactive opportunities)
  • Craft communications that are actionable and relevant to target audiences across all levels of the organization
  • Communicate results to Procurement leadership and seek upper management support when necessary

Requirements:

  • Required experience: minimum 5 years of relevant strategic sourcing, contract management & administration, project management, and/or supplier management in a highly complex and multi-site environment
  • Required skills: research and analytical skills, problem solving, conflict resolution, listening and clear/concise interpersonal, verbal and written communication, presentation development and delivery, technology proficiency (e.g. eProcurement tools, Excel, PowerPoint, etc.)

  • Have strong analytical and problem solving skills, with keen understanding of relevant cost drivers
  • Have solid understanding of procurement trends and best practices (i.e. reverse auctions, e-sourcing, etc.)
  • Have solid knowledge of legal environment related to supplier contracts
  • Have contract negotiation experience across a range of services and commodities
  • Have  solid understanding of vendor compliance management
  • Be experienced with developing and implementing successful cost saving initiatives
  • Possess financial skills and business acumen
  • Have procurement systems knowledge (e-sourcing tools, contract management suites etc.)
  • Have a Bachelor’s Degree in Supply Chain, Accounting, Finance or Business, MBA a plus
  • C.P.M., C.P.P or C.P.P.C. Certification a plus
