Job Description

Beacon is currently seeking a Manager Performance Measurement & Quality Improvement to join our team based remotely. This position supports the Vice President of Performance Measurement and Improvement to design Beacon’s Quality Improvement strategic vision.  Performance measurement will guide the strategies for improving the clinical and quality of the services and experience of care members receive.  The responsibilities include, but are not limited to, development and implementation of methodologies to monitor and trend performance on key clinical and quality indicators. The Manager also develops systems for monitoring and tracking change over time, benchmarking clients across the regions, and creatively using data to identify root cause analysis and opportunities for improvement.

What does a typical day look like?

  • Develop and implement methods to monitor and trend performance on key clinical and quality indicators
  • Apply the concepts Continuous Quality Improvement and use CQI tools to facilitate improvement.
  • Innovate data visualization and data dissemination strategies for managing information to stakeholders and develop dynamic dashboards for corporate audience.
  • Develop standard reports for the regions and provide technical support to the regions for using the reports; assist regions in analysis and interpretation of the data to develop interventions that target root cause of poor performance.
  • Monitors quality performance indicators; prepares reports for quality oversight committees; develops strategy to communicate performance to providers; and identifies clinical and administrative concerns for further investigation and analysis.
  • Work with the Director of Quality Improvement Analytics and VP of Performance Measurement & Improvement to design, build, and validate composite and risk scores for health outcomes
  • Supports the analysis of year over year HEDIS rate reviews and conducts a thorough root cause analysis on significant rate changes.
  • Aggregates data from regions to report on the “health” of Beacon through dashboards and other communication mechanisms
  • Develops customized measures that focus on outcomes and connecting processes to outcomes; uses HEDIS to connect with data in the data warehouse to offer a more complete understanding of member outcomes
  • Ensures the development, implementation and evaluation of the annual HEDIS project plan for pertinent regional and cross-departmental staff to meet HEDIS and state delegated deliverables.
  • Strategically utilize data for evaluation of clinical improvements and partner with clinical VPs for organizational Quality Improvement
  • Approves measurement plans to evaluate work plan success
  • Connect process and interventions to outcomes measures for assessment of effectiveness and recommendations for modifications or enhancements
  • Leverage internal data to innovate measures that support Beacon’s strategic goals
  • Develops a report card across SUD and MH services to assess client and market performance
  • Develop stratified facility reports and collaborate with Provider Quality Managers to use reports as basis for QIAs
  • Perform other duties as directed.

What you Contribute?

Education: Master’s Degree required; PhD preferred 

Licensure: N/A

Relevant Experience: At least 2 years’ relevant work experience, preferably in healthcare data analytics.

Knowledge, Skills & Abilities:

  • Expertise in advanced statistical analysis and data mining techniques (GLM/regression,
  • statistical analysis, modeling, clustering, etc)
  • Expert HEDIS Technical Specification knowledge (emphasis on BH HEDIS measures)
  • Knowledge of HEDIS and performance improvement metrics; building custom reports and mechanisms for evaluating program performance
  • Builds dashboards effectively and innovates communication methods for regular report updates
  • Experience managing large portfolio of measures.
  • Experience implementing large and small-scale quality improvement process
  • Innovative in project design and proven track record in project management.
  • Ability to communicate complex measurement and quality improvement design
  • Design interventions that are informed by data and statistical models
  • Demonstrates ability to interprets findings from data analytics and translate knowledge into quality improvement activities and measurement strategies
  • Managed Care experience within the Healthcare Industry
  • Statistical packages, such as SAS, STATA, SPSS, and R
  • Inovalon HEDIS software
  • Microsoft Office, Excel, PowerPoint, Visio
  • Data visualization and dashboard development (Power BI, Tableau)
