We are currently seeking a dynamic Beacon Business Continuity (BusCon) to join our team at our office in Latham, NY.  Beacon Business Continuity (BusCon) will be responsible for the Beacon BusCon program development, planning/maintenance and testing of the BusCon Plan.  Additionally, the position is the point person in the event of a Business Continuity event as well as responsible for championing training and awareness throughout Beacon.

Position Responsibilities:

  1. Business Continuity Development & Management

  2. Facilitate the development of an enterprise-level Business Continuity Management Framework.

  3. Develop, manage and maintain Business Continuity Management policies, standards and guidelines in line with the Business Continuity Management Framework and monitor compliance to Business Continuity Management policy and standards with assistance from internal audit.

  4. Develop and document processes, procedures and templates for performing the risk assessment, business impact analysis and for documenting their business continuity plans and provide to the business continuity coordinators.

  5. Lead, resource and manage the Business Continuity Management team and assume ownership and management of the overall business continuity process.

  6. Ensures that a mechanism is in place for logistically tracking resources and that a Business Recovery Command Center or Emergency Operations Center has been established.

  7. Liaise upstream with the Steering Committee to develop effective working relationships, ensure the strategic direction of the organization is being addressed by the program from a tactical perspective and to communicate/report program accomplishments, initiatives and issues.

  8. Liaise downstream with Business Continuity Coordinators embedded within the business to develop effective working relationships, share vision for business continuity and provide direction down to the coordinators and alternates pertaining to tactical planning and response.

  9. Interact with other Risk Managers and Heads of Lines of Business to ensure initiatives are aligned and coordinated

  10. Serve as the Business Continuity Officer with respect to state and federal regulations and prepare and submit required reports to external agencies.

  11. Escalate, Report and Communicate to Executive and Risk Committees.

  12. Responsible for insuring that Business and Regulatory Requirements are adhered to and that implemented recovery procedures and contracts are cost justifiable.

  13. Business Continuity Planning & Maintenance

    1. Develop, document & maintain enterprise-level Business Continuity Management documentation (e.g., Crisis Management Plan, program-level awareness training materials).

    2. Facilitate and coordinate the performance of the annual risk assessment process, compile and analyze the assessment data and communicate the results upstream to management and downstream to the coordinators to address within their business continuity plans.

    3. Develop and implement a risk management plan to identify and categorize outage exposures that could cause a business interruption and obtain Insurance and Vendor agreements to provide support to lessen event’s financial impact and facilitate recovery.

    4. Facilitate, manage and coordinate the performance of the annual business impact analysis process, compile and analyze the assessment data, coordinate with IT and business functions to address process/systems gaps identified.

    5. Identify key third party dependencies by line of business and ensure their consideration within vendor resiliency management processes.

    6. Facilitate the strategy development process with the business functions.

    7. Oversee the development and documentation of business functions business continuity plans by the functional coordinators

    8. Develop and implement ongoing contingency planning efforts to identify potential Business Interruptions, develop safeguards against these interruptions, and implement recovery procedures in the event of a business interruption.

    9. Collaborate with IT DR Lead responsible for the development and implementation of an ongoing DR plan to ensure alignment with the business requirements.

    10. Facilitate the annual BIA and BC review cycle, monitor process and obtain BIA and plan approvals from business function management.

    11. Develop and implement Business Recovery and procedures governing the remote Business Offices / and Operations associated with the organization. Insure that Corporate Asset Protection procedures cover critical Business Resources located at Business Offices / Branches

  14. Testing & Training/Awareness

    1. Schedule, facilitate and monitor annual business continuity exercises, post-exercise analysis and reporting to senior leadership.

    2. Conduct, facilitate and/or coordinate program overview presentations and BCM awareness sessions for other organizational personnel to increase awareness.

    3. Develop and provide training to business continuity coordinators and alternates embedded within the business (train the trainer) to provide information for them to train their staff e.g., provide documentation and training on Contingency Planning concepts and procedures.

    4. Monitor BCM training compliance.

    5. Develop and update the Business Continuity content on corporate website

Position Requirements:

Education: Bachelor’s Degree in related field.  Masters degree preferred

License: Certified Business Continuity Professional (CBCP, CBCI)

 Relevant Work Experience: 

  1. 10 years of progressively responsible professional experience in healthcare, with at least five (5) of those years in behavioral health.”)

  2. 5 - 10 years related experience (business continuity, crisis management) preferred

  3. Minimum of 5 years in a Business Continuity leadership role

  4. Experience in the Healthcare Payer industry preferred
