Job Description


As a member of the IT Leadership Team, the Assistant Vice President (AVP) of IT Network Services will report to the VP of IT, Enterprise Infrastructure Services.

The AVP of IT Network Services will be accountable for the 24/7 delivery of all technology Infrastructure services, including coordinating the design, installation, and connectivity of the voice/data network infrastructure to ensure the stable operation of Beacon Health Options assets. This includes developing, configuring, maintaining, supporting, and optimizing all new and existing network hardware, software, and communication links. In addition, the team will be accountable for maintaining and growing the capabilities of the telephone equipment and contact/call center platforms.

This individual must collaborate with key leaders across the organization to deliver enterprise scale projects yielding client delight.  In addition, he or she will implement best practices that help build operational excellence. This individual will have broad technology knowledge yet be comfortable interacting on day-to-day activities with employees at all levels.

About the Position:

  • Design and implement short and long-term strategic plans to make certain voice/data network capacity meets existing and future requirements
  • Develop, implement, and maintain policies, procedures, and associated training plans for network resource administration and appropriate use
  • Practice network asset management, including maintenance of network component inventory, life cycle management and related documentation
  • Establish service level agreements with service centers, engagement centers and end users
  • Work with vendors, clients, carriers and technical staff on network implementation, optimization and ongoing management
  • Provide high-level support and technical expertise in networking technology, including LAN/WAN hardware, hubs, bridges and routers
  • Provide high-level support and technical expertise in telephony services, including telephone equipment, voice/data networks and contact/call center platforms
  • Administer LAN/WAN security
  • Manage and ensure optimal operation of all network hardware and equipment, including routers, switches, hubs, UPSs, etc.
  • Manage and ensure effectiveness of security solutions, including firewalls, network access control solutions, and intrusion detection systems
  • Plan, acquire, and coordinate installation of in-house and remote hardware and software across Beacon’s network
  • Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts
  • Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for IT projects and associated efforts
  • Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions
  • Negotiate with vendors, outsourcers, and contractors to secure voice/data network products and services
  • Assess, approve, and administer all voice/data equipment, hardware, and software upgrades
  • Establish and maintain regular written and in-person communications with  Beacon’s executives, decision-makers, stakeholders, department heads, and end users regarding pertinent network activities
  • Manage operational costs; conduct near and long-term financial forecasts for expanded functionality/user base
  • Test voice/data network performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure
  • Direct and administrate a contingent of network analysts and technicians, and where necessary, conduct performance reviews and corrective action
  • Provide guidance on enterprise agreements with downstream suppliers
  • Responsible for attracting and developing top technical talent and mentor/coach leaders reporting to the position
  • Provide direction and directives to direct reports in the performance of their duties, establishing work priorities, and in achieving company initiatives
  • Work closely with other senior managers in the planning and execution of business plans

 Position Requirements:

  • Education: MBA or relevant Bachelor's degree in Computer Science, Information Systems, or related field

Relevant Work Experience: 

  • Overall 10+ years of experience working with enterprise voice/data infrastructure systems
  • 7+ years of leadership experience in managing and overseeing enterprise level programs, which require extensive collaboration across various groups in a matrix organization
  • 7+ years of extensive design and architecture experience with a focus on infrastructure and automation
  • 7+ years of experience managing and configuring enterprise-wide telecomm networks, contact/call center systems, telephone and voicemail systems.  Also a minimum of 5+ years of successful leadership of a telecomm infrastructure team required.
  • Strong project management skills or substantial exposure to project-based work structures, project lifecycle models, etc.
  • Capable of executing short-term (tactical) and long term (strategic) plans
  • Ability to create an innovative vision for the organization by understanding and leveraging core business capabilities
  • A strategic thinker who is well respected for his or her business and technical knowledge and the ability to see the big picture
  • Strong general knowledge in internet technology including current industry trends
